The bill allocates substantial funding and introduces new initiatives with a focus on national security and domestic manufacturing.

The bill also supports the establishment of a new Office of Maritime and Industrial Capacity within the National Security Council in the White House, building upon earlier executive orders that directed the creation of a Maritime Action Plan to revitalise American maritime industries.
While the bill provides substantial financial backing, the US shipbuilding industry faces significant challenges. These include a severe labour shortage, an ageing workforce, and the high cost of domestic construction compared to foreign yards. Some critics argue that while the funding addresses naval needs, it may have limited direct impact on commercial shipbuilding capacity, which has largely atrophied over decades.
